Why did the terrorist ask for two parachutes?
Terrorism is punished by death in the United States. So, he was afraid that they would deliberately give him a defected parachute.
The police couldn’t know why the terrorist needed the second parachute; it might be for a hostage. So, they had to make sure that both parachutes were serviceable not to risk civilians’ lives.
