The pirate had a few copies of the map. He deliberately buried the main part of the treasure deep, and the rest of the treasure was closer to the surface.
People who’ll find the first treasure on the surface will think that it is the entire treasure. In addition, they’ll spread rumors that the treasure has been stolen and other people will stop hunting the pirate’s map.
